Bylandt-Rheidt, Count Artur Maximilian, b. Vienna, May 3, 1831, d. Vienna, Feb. 21, 1891, conservative politician, Master General of the Ordnance; father of Count Artur Bylandt-Rheidt. 1876-1888 Imperial Minister of War, reorganized the artillery and introduced among other things the "Mannlicher" rifle.
