Belcredi, Count Richard, b. Jimramov, Czech Republic (then Ingrowitz near Zwittau), Feb. 12, 1823, d. Gmunden (Upper Austria), Dec. 2, 1902, civil servant, politician. As Minister for State Affairs and head of government (1865-1867) he abolished the February Patent of 1861; resigned in 1867; 1881-1895 President of the Administrative Court.
