Studied law in Vienna and Innsbruck, worked in the Ministry of Finance from 1891, 1910 head of section, then worked in the management of the Allgemeine Bodencreditanstalt bank, 1921 Vice President; 1919/20 Staatssekretär at the public office for finance; 1922-1932 president of the Austrian National Bank.
