Lacy (Lascy), Count Franz Moritz von, b. St. Petersburg (Russia), Oct. 21, 1725, d. Vienna, Nov. 24, 1801, chief of staff of Count L. Daun, 1766-1773 President of the Court Council of War. Reorganized the Austrian army, drafted the plan for the battle of Hochkirch (1758) in the Seven Years' War. Suffered defeats in the Turkish War 1788/1789 and had to pass the supreme command to Baron E. G. von Laudon, with whom he had come into conflict over his cautious tactics. Laid out Neuwaldegg Park (where he is buried) and the Hameau (both today in 17th district of Vienna).
