Founded in 1949, the European Council is an organization meant to promote international and European parliamentary cooperation. Austria obtained observer status in 1951, full membership being possible only after it established complete sovereignty. Full accession followed in 1956. The European Convention for the protection of human rights, basic freedoms, and the social charter are the most notable examples of the European Council's objectives on a democratic level and of its concern about the problems facing Europeans. In light of the rapid changes taking place in Eastern Europe and associated problems emerging from these changes, a summit for the leaders of the member nations was arranged on October 9, 1993 in Vienna.
