Noted leader of Austrian Liberalism, historical-political writer; 1893-1895 Minister of Finance, 1895-1918 President of the Austrian Court of Audit; founding member and chairman of the "Vereinigte Deutsche Linke" (United German Leftists) founded in 1888 (left the party in 1895).
