University professor in Innsbruck (1885) and Vienna (1899); last prime minister (Minister-Präsident) of the Austro-Hungarian monarchy. (Oct. 27 - Nov 10, 1918), adviser to Archduke Franz Ferdinand, drafted the bill for a new Austrian penal law (did not become law), participated in the international Peace Movement and was a member of the Hague Tribunal (3 times its chief justice), of the pacifist "Meinl-group" (J. Meinl), and of the Austrian delegation to the peace negotiations of St. Germain (1919). Opposed the annexation of Austria by Germany. Advocated a neutral and independent Austria.
