In 1936 member of the "Committee of the Seven", which sought an accommodation between the National Socialists and the government, March-May 1938 Minister for Social Administration in the Seyß-Inquart government, from May 1938 gauleiter of "Niederdonau" (Lower Austria), from 1940 Reich Governor and from 1942 Reich Commissioner of Defence in this area.
