Bylandt-Rheidt, Count Artur, b. Prague (Czech Republic), Feb. 3, 1854, d. Baden (Lower Austria), July 6, 1915, traditional conservative politician, son of Count Artur M. Bylandt-Rheidt; 1897/98 Minister of Agriculture, 1898/99 Minister of Education, 1902-1904 governor of Upper Austria, 1905/06 Minister of the Interior; advocated the introduction of universal suffrage.
