From 1891 member of the Reichsrat, where he joined the group of landowners loyal to the Constitution; 1909-1911 Education Minister, 1911-1916 Prime Minister. On March 16, 1914 adjourned the Reichsrat, pursued an authoritarian style of government, refused to comply with the repeated call for a convocation of Parliament and was therefore shot by the Social Democrat F.
